The high price is more so due to its rarity. Ducktales 2 came out towards the end of the NES lifespan, and didn't receive very good sales at the time. This means that there was a very limited production run, which resulted in less cartridges being made for this title. Less cartridges means more demand for collectors, and thus increases the price. This happens with a lot of games that's released at the end of a console lifespan, and sells poorly initially. Shantae for the Game Boy Color is a good example of that. By the way, I was lucky enough to get Ducktales 2 for $40 along with the first Ducktales game before the price skyrocketed to what it is today.
And yes, Ducktales 2 is a very overlooked game by so many people. I hardly ever hear about this game talked about by retro gamers. It's always the first game that people tend to play. That is indeed a classic for sure. But it also leaves the sequel to be overlooked by so many people. I have actually known people, even in real life, who had no idea Ducktales 2 existed. Part of that I think is because it not only came out towards the death of the NES, but it also came out a few years after the TV show had already ended. Chip N Dale Rescue Rangers 2 is kind of the same way.
