That looks like it would be a Barbie knock off show with a human Simon (Chipmunks) providing the humor.

I loved that show when I was in kindergarten. Where I lived they paired it with the Maxie cartoons.

Let's kick it old school-

I'm more familiar with Porky Pig's friend Gabby the Goat.

There has got to be somebody somewhere with this show on tape. What year did it originally air? I forgot.
Accoarding to Transformers Wiki, the Power Block (the cartoon block that Vor-Tech aired on) began airing in September of 1996 and ended in September of 1997. As far as I know, Vor-Tech never aired outside the Power Block, so my guess would between that one year period of time.

"Get Rich Quick Porky" is a great Porky and Gabby cartoon.

Porky's Badtime Story is really good. It's the original "Tick Tock Tuckered"

I prefer Gabba Gabba Hey.

The women of New Vegas ask me a lot if there's a Mrs. New Vegas. Well, of course there is! You're her. And you're still just as perfect as the day we met.
Mr Magic
Screwball Squirrel cartoons were also short-lived. It's a shame too. Tex should've done more cartoons featuring him.
