I would say Scar.



Any villain that will kill someone before your very eyes is truly evil in my book.

Frollo is one of the very few Disney villains that doesn't have any likable qualities in my opinion. No sass, no humor, Lady Tremaine is another.

Frollo could wipe the smile off of Mona Lisa's face.

Yeah, I was definitely going to come here to say Judge Frollo. Definitely a twisted man. I always felt that particular Disney movie had the best music. I remember playing it back just to listen to some parts as a kid.

I felt that Tony Jay was right for the voice of him. I can't think of anyone better.

So crow who is the baddest? Is it Scar, Ursula, or Edgar?
